I have the honour to enclose drafts of a standard

form of agreement (Class I & II) which it is suggested might

be adopted for use in connection with all appointments in

Hong Kong (except Police) which are filled on our recommendation,

and to enquire whether the Secretary of State approves of

the proposal.

It will be observed that it is proposed to omit any

reference in the agreement to the temporary exchange allowance

but we should of course continue to advise candidates of the

allowances, as usual.

In this connection I would refer you to our letter

1/8.A.95 of the 7th December, 1921, submitting for approval a

standard form of agreement for the Federated Malay States and

Straits Settlements.
